Building a governed data platform for a provincial health network

Research and operations were drawing on the same records under different rules. One governed platform now applies de-identification by default and access that follows policy.

The challenge

A provincial health network had a dozen data extracts feeding analytics, quality programs, and research, each with its own copy, its own rules, and its own owner. Privacy reviews took months because no one could say with confidence who could see what.

Our approach

We built a single governed platform with de-identification applied at ingestion and access tiers mapped to the network’s actual policies. Lineage is recorded automatically, so that a privacy officer can trace any field back to its source and every consumer forward to its use.

What we built

  • Ingestion pipelines with automated de-identification tiers
  • A governed lakehouse with lineage and access policies as code
  • Self-serve analytics for quality and operations teams
  • A research enclave with approval workflows built in
  • Residency and retention controls mapped to provincial requirements

What changed

  • Access decisions follow policy rather than personal relationships
  • Privacy review of a new use case moved from months to weeks
  • One authoritative copy of the data, with the audit trail to demonstrate it
